Council Meeting Minutes 

 April 7, 2008

 

The meeting was called to order by Mayor Richard Wetzel at 7:00 P.M.

The Pledge of Allegiance was spoken by all.

 

Visitors: Terry Zumbro, Gerry Dorris, Matt Pepper, Gordon Armstrong, Jeff Carr and Todd Willis

 

Motion to accept Minutes from the Regular Meeting March 3, 2008 was made by Kathy Smedley and 2nd by Ashlee Cunningham.

 

Motion to pay the bills as amended by the clerk was made by Ken Peters and 2nd by Kathy Smedley.  

 

Residents Terry Zumbro and Gerry Dorris were recognized by Mayor Wetzel.  They wished consideration of the water billing for the Church of the Nazarene.  Council explained the billing and thanked them for coming.

 

Village Clerk Report: The Local Government Conference by Auditor of State was very informative this year.  Caudill & Assoc. wishes to take Audit this year off site.  Council responded that Caudill would do audit at Village Hall this time per agreement.  Portable toilets for the Farmers Market and Park have been requested by first of May.  Interest rate at bank has improved since Depository Agreement has been signed.  Last Kubota payment this month. 

 

Comments of the Village Administrator, Council should consider getting transportation for the water dept.  There will be some expense on Booster Station #1.  The roof on the back of Municipal building needs some attention.   Dump truck still needs more repair.   ** Three sealed bids requested and accepted on behalf of the Infrastructure Committee were opened and given to committee for review.  McKee Construction, bid for concrete work and doors at Community Center Total bid $16,288.00  ** H. Dale Royer, bid 8 windows at Union Hall Total bid $2,415.60 and Jeff Williams, bid 8 windows at Union Hall Total bid $3398.27.

 

 

Committee Reports:

InfrastructureJeff Carr and Todd Willis from ADR & Associates presented ways to estimate the new waste water rate scale.  A special meeting will be on April 30, 2008 to work with the spreadsheets.  They suggest the next step is an Income Survey of the Village.  **  Committee will be going to Burr Oak to attend Rennslaerville Institute on April 22-23 on behalf of Broadband.

Law Enforcement: The Diehl Shelter had an attempted break in. It was reported to the Morgan County Sheriff.    The Ann Nolan property on Buckeye Ridge Road is scheduled for demolition after May 15, 2008. And will be lien against taxes.  Kathern Nolan has another Court date of April 30, 2008.

Park and Recreation: Randy Cunningham reports the locks have been changed at the Diehl Shelter.  Gordon will take Quik Crete over to Shelter for the horseshoe pits..  The Stan Triplet Memorial Marker dedication is scheduled for May 4, 2008.  A discussion of proper signage for the Ron Shaw Field, Diehl Shelter, Marion Community and Recreation Center and Stan Triplet Exercise Path followed.  Councilwoman Barbiel to work on design.

Marion Community and Recreation Center: Tonya requested the amount of the Broadband antenna that has been installed.  Matt Pepper indicated that the Invoice in the amount of $260.00 will be ready by the Thursday night meeting.  Tonya asked Ken about the rate for the future.  Ken did not commit to giving free Broadband service to the community center.

Union Hall Theater:  John Wetzel submitted expenses as read by the clerk.              Motion by Kathy Smedley and 2nd by Randy Cunningham to allow expenditures not to exceed $300.00 in concessions and expenses. 

 

OLD BUSINESS: Barbiel is ready to bring some of the street signs to the village garage to paint.  They should all be done when school is out.  **  Still a cat and dog problem in the village.  Stephanie Nichols used clerks trap and removed her cats.  Matheney’s Service is having a problem.  Clerk will let them use her trap but does not know how or where to transport them to.  Councilman Peters suggests inviting Susan Moody to next council meeting to speak of what she has done in the village.  **  Trash Clean Up dates are now set for April 15 to June15.  The cost will be $580.00 for each time needed to be emptied.  Provided by Sidwell’s  and cost to be halved with the Township.  The location will be behind Village Hall in the upper alley with cones to divert traffic.

 

NEW BUSINESS:  Barbiel is to design a sign for the restaurant to be placed on Marion Street.  Hoping to make The Diner more visible.
