Council Meeting Minutes
November 6, 2006

The meeting was called to order by Mayor Richard Wetzel at 7:00 P.M.

Bob Grove, Administrator – Present

Pledge was repeated by all.

Visitors present: Ray and Lisa Sayers, Stan Triplet, Karen Peters, John Wetzel, Robin Horner and Jeff Williams

The minutes were presented for the regular October 2, 2006 meeting. Motion to accept minutes was made by Ron Shaw, seconded by Tim Matheney
The minutes were presented for the special October 26, meeting. Motion to accept special minutes was made by Barbiel Saunders, seconded by Randy Cunningham.

In favor: ALL

Motion carried.

Income and expenses were presented by the Clerk-Treasurer. Motion to pay expenses was made by Randy Cunningham, seconded by Ron Shaw.
Clerk stated UAN system can be returned to State Auditor’s office with a letter of termination at any time. * Bob’s suggests for changing some of the ratio to 20% and 80% to help out the general fund was successful and fund is now in the black. * Peoples Bank has been purchased by First National Bank starting 11-13-2006 Motion to accepted the Clerk’s Report made by Tim Matheney, seconded by Barbiel Saunders.

Motion to ratify all checks issued by clerk made by Kathy Smedley, seconded by Ron Shaw.
Motion to increase Petty Cash to $300.00 made by Tim Matheney, seconded by Kathy Smedley.

Motion carried.

The Village Administrator reported: He turned bids for the repairs on the Municipal Building over to Property and Budget committee. Requested a motion to have Broadband as a fund within the village. Motion to establish Broadband fund was made by Barbiel Saunders, seconded by Randy Cunningham.
Stated there are water problems that are going to require money. Bob Beatty has requested a new tap, should be installed soon.
Motion to accept the Village Administrator’s Report was made by Kathy Smedley, seconded by Randy Cunningham.

Report from Property and Budget Committee, Sale of the Garage can not be made pending location of septic connection to Multicultural Building. Repairs on the Municipal Building were tabled until Spring. Cost to repair about the same as replacing the roof. Should be OK until then. Motion to accept report of committee was made by Kathy Smedley, seconded by Tim Matheney

Report of Law Enforcement Committee, was reviewed and will be taken care of by the mayor.

Letter from Sheriff’s Office was read about an automobile accident on 10-7-2006. Mayor will ask Legal council to look up an ordinance or make a new ordinance for St. Rt. 377 and St. Rt. 555 truck parking.
Village administrator will paint white sidewalk line in front of Ron’s Auto Repair.
Motion to have as an ordinance truck parking was made by Kathy Smedley, seconded by Randy Cunningham.

Mayor signed an agreement with the Voinovich Center for a Broadband Feasibility Study. Motion to have a Feasibility Study was made by Tim Matheney, seconded by Ron Shaw

Morgan County Quilt Barn committee would like to put a quilt piece on the MCRC building. The fee is $50.00. Explained by Karen Peters. Motion to pay the fee and have a quilt piece placed on the MCRC building was made by Barbiel Saunders, seconded by Ron Shaw.

Committee reports:
Parks and Recreation: Stan Triplet, website for www.chesterhillohio.com is up and running. Would like input to expand website for the community. The 78 letters for the annual donations have been mailed. The mayor will generate a Thank You letter. Stan is checking with the Extravaganza Group to see if we can get money for playground equipment.

MCRC, Lisa Sayers, Halloween Party sponsored by the Chesterhill Lions Club was a great success. Wood burning furnace is installed now need chimney replaced. Expenses for November were turned in. Motion to approve expense record for the month of November pending availability of funds was made by Tim Matheney, seconded by Ron Shaw

Theater, Karen Peters, Expenses projected for the month of November were presented. As we proceed with signage throughout the village it should be kept uniform in nature. Mayor says, “Theater needs a marquee.” John Wetzel gave a great presentation of theater affairs. Motion to approve expense record for the Theater for the month of November provided there are funds available made by Kathy Smedley, seconded by Barbiel Saunders.

Old Business:
* Village newsletter at 50 copies went fast. Barbiel will increase to 75 copies and be paid for ink and supplies through Petty Cash. Copies can be made at Fedex for 4 cents each with black ink on any color of paper.

* Kathy Smedley stated she has lived in the same house for 30 years. Kathy feels she lives in the village.

New Business:
* Robin Horner property owner at 7833 SR 377 asked about water service. She feels the fee to turn on water is unfair. They have received a copy of the Village Water Ordinance to review.


Mayor’sReport:
Refreshments and Costume Contest sponsored by the Chesterhill Lions Club for Halloween in the village was a great success.
November 10, at 7 P.M. a Recreation Committee meeting will be held at Williams Hall.
November 12, A Community Thanksgiving Dinner at 1 P.M. at the MCRC building.
